Safety Guide lines for Pedestrians 道路を通行する上で皆さんが心がけるべきこと

As members of society,we are all obligated to obey traffic rules to ensure the safe and smooth movement of the many vehicles and pedestrians using our streets.
道路は、多くの人や車が通行します。安全、円滑に通行できるよう交通規制を守り、交通マナーを実践することは社会人としての義務です。

 

1 Everyone should pay full attention to the pedestrians and vehicles around them and show consideration to others.
まわりの歩行者や車の動きに注意し、相手への思いやりの気持ちを持って行動すること。

 

2 The streets are not places for personal amusement,and no one should disturb local residents with noise or other annoying behavior.
自分の通行の利便だけを考えるのではなく、沿道で生活をしている人々に騒音などの迷惑をかけないこと。

 

3 To ensure that traffic is unobstructed,litter and unauthorized objects should not be placed on the street.
通行の妨害や迷惑にならないよう、道路にものを投げ捨てたり、勝手に物を置いたりしないこと。

 

4 The directions of traffic police officers must always be followed.
警察官などの指示には従うこと。

 

5 Everyone should be aware of vehicle blind spots,the space needed for turning,and other characteristics of vehicles on the road.
自動車の死角、内輪差など自動車の特性をよく知っておきましょう。

 

6 Bystanders should cooperate if they come across a victim of a traffic accident or crash by providing assistance and calling the police or an ambulance.
交通事故や故障で困っている人を見たら、連絡や救護にあたるなど、お互いに協力しましょう。

 

Safety Guidelines for Pedestrians 歩くときに心がけるべきこと

1 Walk on roads and sidewalks
通るところ

Generally,pedestrians should walk on the right side of the street so that vehicles approach on their left

• Pedestrians should keep to the right side of the road.
• Pedestrians should use the sidewalk or stay within the lines marked for walking on the road when they are available.

基本は人は右、車は左の対面通行。歩行者は道路の右端を通行します。
歩行者は歩道や路側帯があるときは、そこを通ります。

 

2 Rules for crossing the street
横断の方法

Crossing the street safely

• Pedestrians should cross the street using the nearest traffic light intersection or pedestrian crossing,overpass or underpass.
• Pedestrians should never cross a street that is marked with signs that prohibit crossing.

安全な場所を横断しましょう

• 信号機や横断歩道、横断歩道橋、横断用地下道が近くにあるところでは、そこを横断します。
• 「歩行者横断禁止」の標識があるところは絶対に横断しないこと。

 

Crossing streets that have traffic lights

• Rules
  Green light:Pedestrians can proceed to cross the street
  Yellow or flashing green light:Pedestrians may not begin to cross the street;if a pedestrian has already commenced crossing, he or she should either attempt to finish crossing quickly or turn back
  Red light:Pedestrians are prohibited from crossing the street
• Crossing streets that have traffic light buttons
  Pedestrians should push the button to change the light to green,after which they can proceed to cross the street.

• 信号の意味
  青色の灯火：進めます
  黄色の灯火、青色の灯火の点滅：横断を始めてはいけません。横断中なら速やかに横断するか、横断をやめて引き返します。
  赤色の灯火：横断してはいけません。
• 押しボタン式信号機の場合
  ボタンを押して青信号に変わったのを見てから横断します。画像の説明を記述します。

 

Crossing streets that have no traffic lights

• Pedestrians should cross the street only after confirming there are no vehicles coming from either direction.
• Before crossing the street,pedestrians should stop and look in both directions to check for oncoming vehicles.If vehicles are approaching,pedestrians should wait until they pass.
• Pedestrians should continue looking both ways to check for oncoming vehicles when crossing the street,and walk straight ahead rather than diagonally.

信号機のない場所を横断するとき

• 右・左がよく見渡せるところで横断します。
• 渡る前に一度立ち止まって、左右をよく見て車が来ていないかよく確かめましょう。車が近づいて来るときには、車が通りすぎるのを待ちます。
• 横断中も左右を見ながら車が来ないか確かめながら真っ直ぐ進みます。斜めに横断しないこと。

3 Walking at night
夜あるくとき

Pedestrians should wear brightly colored clothing or reflective materials at night

• At what distance can a driver see you at night?
  30meters if you are wearing dark clothing
  50meters if you are wearing white clothing
  120meters if you are wearing reflective materials
  The ability of a driver to see you at night is probably lower than you realize.
• When walking on the street at night,pedestrians should wear brightly colored clothing such as white or yellow,as well as accessories with reflective materials or LED lights to ensure that drivers can easily see them.

明るい色の服装と反射材の活用

• 車からどのぐらいの距離であなたは見えているのでしょう。
  黒っぽい色の服　約30メートル
  白っぽい色の服　約50メートル
  反射材を付けたとき　約120メートル
  あなたが考える以上に車の運転手からはあなたが見えていません。
• 夜間に歩道を歩くときは、白や黄色の明るい色の服装にするとともに、反射材用品やLEDライトを体や持ち物につけ、車からよく見えるようにしましょう。

 

Ensuring the safety of the elderly
高齢者の安全

• Elderly people may need more time to cross the street.They are requested to take extra care to check for oncoming vehicles when crossing the street,and to wait for a full green light before crossing.
• Pedestrians are requested to offer their assistance to elderly people waiting to cross the street to ensure that they can cross safely.
• Accidents involving elderly people who are walking are far more common at night.Therefore,elderly people should wear brightly colored clothing as well as accessories with reflective materials when walking in the evening.Families should also encourage their elderly family members to take these precautions.
• 高齢の方は加齢による身体能力の低下により自分が思うよりも歩く速度が遅くなっていることがあります。道路を横断するときには、車が来ていないことを確実に確かめましょう。信号も一回待つ余裕を持ちましょう。
• 道路の横断に時間がかかる高齢者には、そばにいる人は手を貸したり、合図をしたりして安全に横断できるようにしてあげましょう。
• 高齢者の歩行中の事故が多いのは夜間です。夜歩くときは目立つ色の服と反射材用品を身に付けましょう。ご家族の方も助言してあげてください。

Advice for Drivers 自動車を運転する方へ

For the safety of pedestrians and cyclists
歩行者と自転車を守るために

 

​When driving near pedestrians and cyclists,drivers should slow down and make sure to keep a safe distance between them and the vehicle.
When driving near pedestrian crosswalks or designated crossings for  cyclists,drivers should slow down enough to be able to come to a sudden stop.When pedestrians or cyclists are crossing the street,drivers should come to a stop.
歩行者や自転車のそばを通るときは、安全な間隔を空けるか、徐行します。
横断歩道や自転車横断帯に近づくときには、停止できるように速度を落とし、歩行者や自転車が横断中の場合は通行を妨げないよう停止すること。

 

When driving across sidewalks,pedestrian paths or bicycle paths to enter or exit a parking garage facing the street,drivers should come to a full stop and check for pedestrians and cyclists.
道路に面した車庫などに出入りするために歩道や路側帯、自転車道などを横切る場合は、一時停止して歩行者や自転車に注意しましょう。

 

​Drivers should proceed with caution when approaching cars parked along the road,which may block their view of people emerging from between parked cars.
道路脇に止まっている車や車のかげから人が出てくる場合があるので気を付けましょう。

 

When elderly people or children appear to be preparing to cross the street,drivers should proceed with extra caution,slowing down enough to be able to come to a sudden stop if necessary.
高齢者や子どもが道路を横断しようとしているときには、速度を落とし、すぐに停止できるようにするなど安全運転に特に努めましょう。

 

Responding to a Traffic Accident 交通事故に対する対応

Involvement in or encountering a traffic accident
交通事故が起きたとき

​Stop your vehicle immediaTely
直ちに車両の運転を停止すること。

 

Move your vehicle to the roadside to avoid obstructing other traffic.
他の交通の妨げにならないように、車両を路肩などに移動します。

 

​If anyone is injured,call 119 to request an ambulance.
Until the ambulance arrives,give assistance and encouragement to the injured person,and use a clean handkerchief or cloth to stop any bleeding.
負傷者がいる場合は、電話番号119で救急車を呼びます。救急車が来るまで、清潔なハンカチなどで止血したり、励ますなど応急救護をしましょう。ただし負傷者をむやみに動かさないこと。

 

Call 110 to report the accident to the police regardless of whether anyone was injured.AbsoluTely do not leave the accident scene until the police arrive.As an operator of a vehicle,a cyclist is obligated to report the details of the accident to the police.
負傷者の有無にかかわらず、警察に110番で連絡すること。警察官が来るまで絶対に事故現場から立ち去ってはいけません。自転車は車両の運転者として警察官に事故状況を報告する義務があります。

 

 Handling a hit-and-run accident
ひき逃げや当て逃げをされたとき

Call out for help from surrounding bystanders.
周りの人に助けを求めましょう。

 

Call the police or an ambulance.
警察や病院に連絡しましょう。

 

Try to get the license plate number and remember the color and characteristics of the vehicle to report to police.
車のナンバー、色、形などの特徴を覚えていたら警察に伝えましょう。
